1.Introduction

 

We, LINE Corporation (“LINE,” “we,” “us,” or “our”), believe your privacy is important. For the purposes of this Policy, LINE is the controller. 

To fulfill our commitment to respecting and protecting your privacy, we will implement reasonable measures to adhere to the following principles:

  1. 1. We will inform you of the personal information that will be collected, and, where appropriate seek your consent to collect, process, use, or disclose your personal information. You may withdraw your consent at any time.
  2. 2. We will identify the purposes for which we will collect and further process your personal information.
  3. 3. We will only collect information that is necessary to carry out the identified purposes for which your personal information will be used.
  4. 4. We will use or disclose your personal information only for the purposes for which it is collected, except with your consent, or as required or permitted by applicable law, and we will retain your information only as long as necessary to fulfill those purposes.
  5. 5. We will endeavor to ensure that your personal information is accurate, complete, and up-to-date. We may require your assistance in this regard, where appropriate. 
  6. 6. We will implement appropriate technical and organizational measures to help protect your personal information.
  7. 7. We will make our policies and practices for the handling of your personal information as transparent as is reasonably possible.
  8. 8. You may have access to your personal information and may be able to correct your personal information, to the extent required or permitted under applicable law.

2.Scope of this Privacy Policy 

 

a. Purpose of this Privacy Policy

This Privacy Policy explains how LINE will process and safeguard your personal information, and the rights and choices you have with respect to your personal information. This Privacy Policy applies to: personal information you provide us when you use our mobile application (the “App”) and optional services made available within the App; personal information we collect when you visit the websites maintained by us relating to our Apps (each a “Site”; Apps and Sites are collectively referred to as “Services”); and personal information about you provided by other users of our Services.

Please note that the LINE Privacy Policy also applies to the processing of personal information obtained through use of the Services. Where this is the case, this Policy refers to, and provides a link to, the LINE Privacy Policy.

Other services provided by LINE are subject to their own privacy policies, which are available through those services, or from LINE on request.

3.Types of Personal Information We Collect

 

a. What personal information does LINE collect?

To provide the Services to you, LINE collects, uses, and transfers the following types of information:

i. Information concerning your account 

To create an account you will need to log in via either a Google account or a Facebook account. Please note that we do not collect your Google or Facebook passwords. Please note that Google and Facebook are independent third parties that may process your personal information for their own purposes. LINE has no control over, and is not responsible for, processing of personal information performed by those third parties.

We may collect, in connection with your account, personal information relating to your Facebook and/or Google accounts, including your profile picture, name, date of birth, gender, location (only country), time zone, age range, update time, a link to your profile and your verified email provided to us by Google and Facebook. 

When a transaction occurs, we may collect and process payment transaction information provided via the relevant third party payment mechanism (e.g., PayPal user name and email address).

ii. Device information and access logs when you use our Services

When you use the Services, we may obtain and maintain certain electronic identification or log data that are automatically provided by your device such as: device type, OS type, IP address, browser information including type and language settings, device identifier, cookie data, advertising identifier or mobile application identifier.

This information is necessary as part of our ongoing efforts to detect and deter unauthorized or fraudulent use of, or abuse of, the Services, as well as to provide you with customized options, and optimize the Services for your device. Also, please note that a third party advertising identifier may be associated with your account through our internal identifier.

 

b. What other information might LINE collect?

To improve the quality of the Services, we provide additional functionalities, including the ability to access your account from multiple devices, help you find friends via the Services, and to make the Services more efficient, usable and enjoyable. If you choose to use such functionalities, or choose to use your account on multiple devices, we may ask you to provide the following information:

 

i. Customer care contact information 

In order for LINE to contact you to provide you with information regarding the Services, and the administration of your account, you must provide a working email address and device operating system.

 

ii. Information you create 

We may process the following personal information that you create via the Services: your ID or nick name, profile picture, gender, the personal phrase display in your profile; and your interactions with other users (including any comments you post and any hearts or any Digital Goods, as defined in the Terms of Use). We may also process any personal information contained within any content that you broadcast via the Service. 

 

iii. Information from third party tools used in the Services

The Services includes services from third parties such as: Google Analytics; Adjust and App Annie. We may receive any personal information you choose to provide to those third parties. LINE has no control over, and is not responsible for, processing of personal information performed by those third parties.

 

iv. Services usage information

We may record the following information regarding your use of the Services, and interaction with other users: your relationships with other users (i.e., who you are following/being followed by/blocking within the Services); your view history (i.e., the content you have viewed); your broadcast history (i.e., your channel name/icon/profile, content streamed or uploaded, content title/category, and broadcasted duration); your search history (i.e., search terms and date/time of search); your purchase history (i.e. items purchased and date/time of purchase); and your cash out history (i.e., items cashed out, and date/time of cash out). 

 

v. Payment/cash out account information

 

When you request a payment/cash out transaction, we may collect additional information, such as user name and email address, to identify your account provided by a third party service provider (e.g., PayPal, Payoneer), and transfer such information to the relevant service provider to complete the requested transaction.  

 

Where applicable, in order to verify your identity and to conduct sanctions checks and/or anti-money laundering checks, we may involve one or more third party service providers, and further collect, process, store and transfer such information before completing the requested transaction.  In doing so we may either collect this information directly from you or receive from the relevant service provider additional information, such as your national identification number, physical address and date of birth.  

 

vi. Use of YouTube API


We may use YouTube API in order to deliver and improve features provided by our Services(For example, enable you to watch videos together with other users of our Services, and more). YouTube API is provided in accordance with Google Privacy Policy(http://www.google.com/policies/privacy).

 

4.How we use and handle your information

 

a. How does LINE use your personal information?

To provide the Services, LINE uses your personal information for the following purposes in accordance with this Privacy Policy:

 

  • • to provide the Services to you and to allow you to transmit your user-generated content to other LINE users;
  • to verify your identity;
  • to allow you to use your account on multiple devices and transfer your account to another device;
  • to help you find people you know that already are LINE users so that you can connect using LINE and to allow other LINE users to connect with you;
  • to monitor, detect and deter unauthorized or fraudulent use of, or abuse of, the Services;
  • to monitor, detect and deter unlawful, immoral, offensive, blasphemous or undesirable content posted to, or via, the Services;
  • to improve and/or optimize the Services;
  • to enable us to provide customer support, and to respond effectively to your inquiries and claims;
  • to conduct user surveys;
  • to provide you with information regarding the Services;
  • to measure the effectiveness of advertisements that we place on the Internet or in other media;
  • to notify you of any other important information regarding the Services, if necessary;
  • to identify winners of promotional contests, to send gifts to those winners, and to deliver purchased products and services;
  • to aggregate anonymized statistical data regarding the Services;
  • to comply with applicable laws or legal obligations; and
  • we also process your personal information for the other purposes set out in Section 4 of the LINE Privacy Policy.

However, if we provide you with a more specific notice, either at the time we ask you to provide your personal information, or through another means, then such notice will take precedence over the general purposes of use stated in Section 4.a of this Privacy Policy.  The legal bases under which we process your personal information are set out in Section 4 of the LINE Privacy Policy.

 

b. How does LINE protect your personal information?

To fulfill our commitment to respecting and protecting your privacy and the confidentiality of your personal information, LINE has implemented appropriate technical and organizational security standards, including industry-standard safeguards, including ISO/IEC 27001 certification, to help prevent unauthorized access or disclosure, misuse, alternation, or destruction of your information. 

Because no method of electronic transmission or method of data storage is perfect or impenetrable, we cannot guarantee that your personal information will be absolutely safe from intrusion during transmission or while stored in our systems.

To help protect your privacy and confidentiality of your personal information, we also need your help. Please do not share your password with others, or use the same passwords you use for other services. Also, please notify us in the event you suspect any unauthorized use of your account or any other breach of security via our Contact Form.

 

c. Where is your personal information transmitted and stored?

To provide the Services in a reliable and responsible manner, LINE processes and stores your information on secure servers which may be physically located in different countries around the world, including countries outside the country in which you are based. Data protection laws in the countries in which your information is processed may be different to data protection law in your country or region. Archived data, account data, digital goods and billing data may be retained and processed by LINE Corporation located in Japan and Korea. There may be a possibility that the data protection level in Japan and Korea do not reach to data protection law in your country or region requires (EU and Japan adopted mutual adequacy decision on personal data transfers on January 23, 2019).  However, all such transfers are performed in accordance with the requirements of applicable law. For example, for EEA users, where we transfer your personal information from the EEA to recipients outside the EEA and Japan, we apply safeguards in the form of the European Commission’s adequacy decision C(2019) 304, and Standard Contractual Clauses in all other cases. 

 

d. How long does LINE keep your personal information?

LINE retains your personal information while your account is active. Additionally, LINE may retain your personal information following the closure or termination of your account:

  • for the length of time needed to fulfill any of the applicable purposes of use described in this Privacy Policy or the Terms of Use;
  • to protect the legal rights or interests of LINE or any relevant third party; 
  • to comply with applicable laws, regulations or legal obligations;
  • to provide and complete customer support service;
  • to resolve disputes between or with LINE users, for the duration of the applicable limitation period plus any additional period necessary for the final resolution of such disputes; or
  • to detect and deter unauthorized or fraudulent use of, or abuse of, the Services.

e. Does LINE use outside service providers or agents?

To provide the Services, it sometimes is necessary for LINE to enlist third party service providers to process user data, which may include your personal information. We take reasonable steps to ensure that such third party service providers will process your personal information in accordance with this Privacy Policy. Additional information on the processing of personal information by service providers, can be found in Section 4.e of the LINE Privacy Policy.

 

f. Does LINE disclose your personal information to third parties?

LINE may disclose your personal information to the following third parties for the purposes set out in this Privacy Policy, or where we believe in good faith that we are required or permitted to do so under applicable laws:

  • legal and regulatory authorities; 
  • accountants, auditors, consultants, lawyers and other outside professional advisors;
  • third party service providers as described in this Privacy Policy;
  • any relevant party, to the extent necessary for the establishment, exercise or defence of legal claims;
  • any relevant party, for the purposes of prevention, investigation, detection or prosecution of criminal offences or the execution of criminal penalties; and
  • any third party acquirer(s) or successor(s) in title, in the event that we sell or transfer any relevant portion of our business or assets.

g. Does LINE use cookies or other similar technologies?

We use cookies and similar technologies. A cookie is a small text file that is stored on your computer when visiting a website. This text file stores information that can be read by the website when visiting it again at a later date. Some of these cookies are necessary because otherwise the site is unable to function properly. Other cookies are convenient for the visitor: they remember your username in a secure way as well as your language preferences, for example. Cookies mean that you do not need to fill out the same information each time you visit a website.

 

We use cookies:

  • to help us maintain your session when you use the Services;
  • to enhance security of our systems;
  • to store your preferences and provide customized Services to you; and
  • to help us understand how people use the Services and to improve the Services.

 

Most Internet browsers allow you to control whether or not to accept cookies. If you, however, deactivate cookies or limit the ability to set cookies, you may not be able to obtain the full benefit of the Site or access all of its functions, which may limit your overall user experience.

5.Your choices, your rights

 

a. How do I control my personal information?

Subject to applicable law, you may have certain rights in respect of your personal information. You can exercise some of these rights directly within the App at any time. For example:

  • under “My Page” -> “Settings” -> “Profile Settings” in the App, you can confirm and/or revise your display name, profile picture, gender and self-introduction; and
  • under “My Page”->”Settings”->”Account” in the App, you can confirm and/or delink your Facebook and/or Google account.

 

To exercise any of your other rights under applicable law, you may contact us using the Contact Form. Upon verification of your identity, we will respond to your request within a reasonable period of time, and in accordance with relevant law. If you would like to send us a written request, please refer to Section 6.a of this Privacy Policy for our mailing address.

 

If you no longer wish to use the Services, you may choose to delete your entire account directly through the App.

We may modify our Privacy Policy from time to time for various reasons including to improve our privacy practices, to reflect changes to our Services, and to comply with relevant law. We encourage you to check this page regularly for updates. The last time we updated this Privacy Policy was May 1st, 2019. 

When we make any material changes to this Privacy Policy, we will notify you on our Services, or by other reasonable means. We encourage you to review changes carefully. If you agree to the changes, then please continue to use our Services. If, however, you do not agree to any of the changes and you no longer wish to use our Services, you may choose to close your Account. Continuing to use our Services after a notice of changes has been communicated to you or published on our Services constitutes your acceptance of the changes and agree to the changes to this Privacy Policy. We will seek your consent when applicable law so requires.
